If you are upgrading turbos, and going with a boost controller, you are going to want injectors, so that you can hit higher boost. As to different size welding tips (i assume this means boost jets) not changing the boost at all, I assume you have something wrong with the car that is stopping it from getting past 11 psi. The injector upgrade is a good idea, and stick with the 530s, or the GT600R turbos, the 600s are a waste now, since they are essentially a laggier version of the 530s.
